Set your oven to 350°F (175°C). Spray or butter a 9×13-inch pan to stop sticking.

Get a big skillet, set it over medium heat, and sauté the onion and ground beef for roughly 5-7 minutes. Make sure the meat browns completely and the onion softens. Drain any extra grease.

Season the beef with some garlic powder, pepper, and salt. Mix it all together well.

Spread half the shredded cabbage on the bottom of your greased dish. Add the beef mix on top of it, followed by the cooked rice and canned tomatoes with their juice.

Put the rest of the cabbage as the final layer and pour the beef broth evenly over all of it. Cover the dish tightly with foil and bake for about 45 minutes.

Take off the foil and sprinkle the shredded cheese across the top. Pop it back in the oven uncovered for 10-15 more minutes until the cheese looks gooey and bubbly.
