Heat oven to 350°F and coat a 9x13 inch pan with cooking spray.

Throw ground beef in a skillet, cook till browned, and drain fat. Mix in seasoning and water, then let it simmer for a few minutes till thicker.

Spread refried beans evenly in the pan. Layer tortillas on top, cutting to fit snugly.

Add half of the beef, some salsa, sour cream, and half of the shredded cheese on top of the tortillas.

Place another layer of tortillas, then pile on the rest of the beef, salsa, and finish with the remaining cheese.

Cover tightly with foil and bake for 25 minutes. Pull off foil and bake 5 more minutes till cheese melts and looks gooey.

Scatter black olives and green onions on top before serving it up warm.
